CICLO COMPLETO – Significado: Consiste na atribuição à mesma CORPORAÇÃO POLICIAL das atividades REPRESSIVAS DE POLÍCIA JUDICIÁRIA ou investigação criminal e da PREVENÇÃO AOS DELITOS E MANUTENÇÃO DA ORDEM PÚBLICA, realizadas pela presença ostensiva uniformizada dos policiais nas ruas.

Traduzindo em miúdos, a Polícia Militar está reivindicando fazer o trabalho dela (policiamento preventivo ostensivo fardado) e, de quebra, ainda fazer o trabalho da Polícia Civil (repressão e investigação, elaboração de Termo Circunstanciado, Auto de prisão em flagrante delito e Inquérito Policial).

A quem interessa usurpar as funções da Polícia Civil quando não conseguimos sequer cumprir as funções constitucionais da PM?

A Polícia Civil trabalha a partir do momento em que o trabalho da PM (preventivo) falhou, ou seja, a partir de quando ocorre o crime. A falha da PM deve ser atribuída não só à leniência do trabalho de campo, mas também à falta de planejamento adequado, às questões sociais, falta de efetivo, falta de meios e equipamentos além de tantos outros fatores. O fato é que, se conseguíssemos cumprir o trabalho preventivo, a polícia civil nem precisaria existir.

O que significa o CICLO COMPLETO para o soldado, na prática?

Com o acúmulo de funções, de imediato, seriam removidos metade dos policiais de rua para fazerem o trabalho burocrático nos quartéis, o que por si só, já prejudicaria o trabalho preventivo, que já é ruim. Além disso, dobraria o trabalho do patrulheiro e prolongaria indefinidamente seu horário, o que é uma desvantagem, uma vez que não há, por definição militar do ofício, previsão de horas extras e banco de horas.

É ISSO QUE O POLICIAL QUER?

Então, se não conseguimos cumprir satisfatoriamente a nossa parte, por que queremos abraçar a parte dos outros?

A partir dessa análise, caminhamos em direção aos reais motivos do interesse da INSTITUIÇÃO POLÍCIA MILITAR.

Quanto ganha um soldado, em comparação ao salário de um coronel?

UM SOLDADO GANHA PELO MENOS SEIS VEZES MENOS DO QUE UM CORONEL, numa instituição cuja previsão constitucional não distingue cargos e funções, mas tão somente define como corporação. A imensa cratera entre os vencimentos não é a única discriminação que os separa. Os coronéis gozam da dupla jurisdicionalidade, não trabalham períodos noturnos, nem finais de semana ou feriados, possuem veículo institucional com motorista pessoal para buscá-los e levá-los todos os dias, desde sua residência em qualquer cidade do estado até seu trabalho, possuem cartão corporativo para suas despesas de alimentação, hospedagem, viagens internacionais, diárias pagas em resorts e mais uma série de benefícios, enquanto o soldado não tem vale-alimentação, nem vale transporte,  nem recebe adicional por trabalhar no período noturno,  nem aos finais de semana ou feriados,  não recebe adicional de periculosidade, previsto na CLT para quem trabalhe em serviço de risco,  não tem direito a banco de horas, FGTS, e mais uma série de restrições, que atingem diretamente a sua dignidade humana, como por exemplo, os procedimentos e processos administrativos onde, ao arrepio da Constituição Federal, não têm direito a um advogado e são julgados por pessoas leigas, subordinadas à mesma administração e em cargos de chefia, com vínculos diretos de superioridade subordinativa aos acusados.

Que interesse teria um soldado, que é quem realmente trabalha na PM, em acumular funções de outra polícia?

Ao fazermos essa reflexão, chegamos a outro assunto: A HEGEMONIA DO CORONELISMO NAS POLÍCIAS.

Qual o poder legítimo dos coronéis?

Um coronel tem sob seu poder milhares de homens, conduzidos por uma disciplina militar rígida, que não lhes permite pensar, mas sim obedecer irrestritamente sob pena até de prisão, às ordens “superiores”, sem que lhes seja permitido questionarem suas ordens, quer moralmente, quer legalmente.

A Disciplina Militar institui a “verdade institucional”, ou seja, a verdade do chefe.

Com esse instrumento institucional, um único coronel consegue movimentar milhares de policiais para atingir um fim específico, determinado por algum político ou latifundiário, ou industrial, ou banqueiro com ascendência direta sobre ele, tornando legítima qualquer ação da corporação, uma vez que quem edita a legislação interna são os coronéis.

Esse poder é exclusivo dos coronéis, não acontecendo o mesmo com os delegados de polícia, que mal conseguem comandar o ralo efetivo de cada delegacia das quais fazem parte.

Então, por que motivo os soldados, quase oitenta por cento do efetivo das Polícias Militares, estaria encampando a luta dos oficiais?

DESCONHECIMENTO.

Falta ao policial militar das categorias de base, conhecimento político e inserção na sociedade. Somos uma categoria dessindicalizada, sem representatividade política e sem representatividade social. O mais perto que passamos da sociedade são os Conselhos Comunitários de Segurança, mas ainda assim, quem determina a participação policial no CONSEGs são os coronéis.

Qual o interesse dos oficiais no ciclo completo de polícia?

PODER. PURO E SIMPLES.

Você sabia que há no Congresso nacional, pelo menos um coronel da PM do estado de São Paulo, cujas despesas, salário, subvenções e verbas de gabinete são pagas pela PM simplesmente para que ele passe o dia inteiro cuidando do LOBBY institucional da PM?

Você sabia que há no Congresso Nacional, pelo menos dois projetos de lei e Emenda Constitucional que dá aos oficiais da PM poderes de delegados de polícia, promotores de justiça e até juízes?

E às praças, oitenta por cento do efetivo? Quais os projetos lhes conferem dignidade?

NENHUM, porque não é uma vontade institucional A EMANCIPAÇÃO do efetivo, mas sim a segregação e dominação irrestrita pelos coronéis, que usam a PM para garantir às oligarquias a manutenção do PODER PELO PODER.

Não há congressistas praças, e quando há, são “paus mandados” do oficialato, que tem interesses corporativos.

Não podemos cair no “CANTO DA SEREIA” e lutar por algo que não traz ABSOLUTAMENTE NENHUMA VANTAGEM para a já tão sofrida categoria das praças das Polícias Militares de todo Brasil.

Senhores coronéis, se querem realmente ajudar seu efetivo, se querem realmente fortalecer sua polícia, se querem realmente que a persecução penal seja melhorada, comecem por permitir dignidade aos seus homens.

Permitam que eles levem comida pra dentro de casa, de maneira digna, sem precisarem se matar no bico nas horas de folga.
